My 11 yr old cat just scooted out of litter box,now he seems to be in pain,growling and 2 fat to lick himself?

Get him to the vet immediately. This sounds like he could be "plugged" so to speak. Male cats especially can get crystals that block the path of urine. This can be fatal, don't wait.
